Please find below links to the video presentation delivered by Mike Regan and Frank Twomey to the Culpeper Board of Supervisors on June 2, 2026, together with the supporting letters available for download.
The presentations were prepared to inform Board members of the PJM grid operator’s processes for project selection and modification, with particular focus on the history of revisions to the proposed Culpeper Yeat substation. Mr. Regan demonstrates that the Yeat substation is designed to function as a bulk energy distribution hub in the regional grid. Mr. Twomey’s presentation outlines the foreseeable consequences for the county if it is designated a bulk electric power distribution hub upon approval of the Yeat substation.
A draft letter to the PJM Board is also included. That Board will vote in early July on whether to approve the changes to the Valley Link transmission line and substation plan. As we stated in the letter to you, we urge you to adopt and transmit to PJM Interconnection the substance of the draft letter now being sent by Culpeper County, stating unequivocally that Campbell County will not approve the Joshua Falls substation as proposed.
