Joshua Falls Substation Relocation
AEP wants to move their substation from their Joshua Falls site to about a 500 acre piece of property farther in to Campbell County that is currently timberland, owned by timber investment company BTG Pactual, at the corner of Stage Road and Paradise Hill Road in Concord, Virginia. Two reasons they want to move their substation: because the current one can not handle the Valley Link transmission line, and because they have plans for expansion. This substation will have the capability for at least six 765-kV lines (what the Valley Link transmission line is), and AEP has already proposed at least two new transmission lines going in different directions from this proposed substation. The site plan includes a 40 acre concrete pad on which this substation will sit. This proposed substation is the intended origin of a major bulk energy distribution corridor and will be a permanent regional infrastructure node that will shape future land use and transmission planning for decades. Petition Against SMR
AEP/APCo wants to build a SMR, a small modular nuclear reactor, at their Joshua Falls property on the James River in Concord, Virginia. According to the World Nuclear Association Global Project Tracker, there are only two commercially operable worldwide, one in China and one in Russia. SMRs are "modular," which means you can daisy-chain them. This means that this facility can just keep growing, and growing... AEP wants Campbell County to create a new zoning ordinance, called Industrial Intensive, that will allow SMRs, energy storage systems, and waste to energy facilities by-right. What by-right means is that these facilities can be built with no public comment period and without approval by the Board of Supervisors.Â

Any small modular reactors built will solicit by their presence more data centers, power stations, and transmission lines to be built in Campbell County. What happens in Campbell County regarding this SMR is going to set a precedent not only for our county, but for the state, and for the entire country.
